On East Third Street, a few of the parking spaces closest to Monterey Road are being repainted. The curb turns green, a pavement marking goes down and a new sign goes up. All three mean the same thing: twenty minutes, then move along.
The City of Morgan Hill is converting 18 side-street spaces this way, and installation is planned for late October 2026. Then comes a 60-day courtesy period through November and December, when parking officers leave warnings instead of tickets. Full enforcement starts in January and February 2027.
That warning window covers almost every big downtown night left in 2026. Downtown Morgan Hill's busiest eight weeks will double as the trial run for its new curb rules.
The City Says Downtown Has Plenty of Parking
In its September 24, 2026 press release, the city says parking studies count about 2,500 total spaces downtown and call that supply adequate. More than 1,200 of those spaces are free and public, within a short walk of downtown businesses, parks and destinations, according to the Morgan Hill Times.
So the city's issue is position. The release says prime curbside spots "require active management to prevent all-day occupation by employees and ensure steady turnover for local businesses." The 18 green-curb spaces are meant for quick errands, passenger pickups and drop-offs, and food deliveries. The program also nudges employees and business owners toward the other parking areas downtown.
Eighteen spaces is a small share of 2,500. The city is betting that the right 18 spaces matter more than the total.
The Two-Hour Limit Has Been There for Decades
The 20-minute spaces come with something older. Lesley Miles, co-developer and partner in the Granary District, told the Morgan Hill Times that downtown has had two-hour parking limits for more than two decades, and that they have not been consistently observed or enforced.
"Enforcement of these existing time-limited areas and the inclusion of a few 20-minute spaces for quick access for businesses like a coffee shop will make downtown a much more viable retail and restaurant hub," Miles said in the Morgan Hill Times.
Nothing about the two-hour rule is new. The plan is to actually enforce it, which changes what a downtown evening looks like once January arrives. Until then, the green curbs work as a signal more than a penalty.
To get the word out, the city is running a "Closer Than You Think" campaign through January. It uses maps, window posters, digital displays, social media and outreach to businesses, coordinated with the Morgan Hill Downtown Association, the Downtown Morgan Hill Improvement District and the Chamber of Commerce. Visit Morgan Hill has described the core options as free two-hour street parking plus a parking garage entered from Fourth Street.

| Nov. 28–Dec. 31 | Merry Morgan Hill | Downtown | MHDA, Downtown Morgan Hill Improvement District and partners | Warnings only |
Several of these events put pressure on the exact blocks the program targets, and each one does it differently.
Trick or Treat closes the spine. On Halloween, the downtown association closes Monterey Road to vehicles from 5 to 7 p.m. When the main street is shut, every car heading downtown ends up on the side streets, and those are the streets getting green curbs. The first big test arrives right as the paint is drying.
November 28 doubles up. The Jingle Market sets up on East Third Street, the same street the Morgan Hill Times photographed for the new 20-minute spaces. That afternoon, the Chamber's Merry Market Holiday Bazaar opens at the Community & Cultural Center at noon, two hours before the Third Street market closes. It is also the first day of Merry Morgan Hill, the downtown holiday program Visit Morgan Hill describes as a collaborative effort among community organizations. It runs through New Year's Eve.
Whiskey Week runs late. The downtown association bills its second annual tasting event as an evening of distillers, vendors and entertainment, and Visit Morgan Hill lists it from 4 to 10 p.m., a six-hour run. A six-hour event is exactly the kind of visit where a two-hour limit matters, which makes the garage and the city's 1,200 free spaces relevant that night.
Parade Night Starts Hours Before the Parade
December 5 is the heaviest day on the calendar, and the Morgan Hill Kiwanis parade page gives the route. The Holiday Lights Parade travels Monterey Road from Main Street to Dunne Avenue. It starts at 5:30 p.m. and wraps up around 6:30 p.m., when the Mayor and Santa light the Community Tree at Monterey and Dunne.
Fifth Street has its own moment. At Fifth, Santa and his Magic Ship of Christmas head behind the Community & Cultural Center and reappear at the Bicycle Sculpture out front. Kiwanis asks crowds not to follow Santa behind the building and to keep walking down Monterey Road toward the tree. While Santa is out of sight, the barbershop chorus The Peninsulaires performs at the Bicycle Sculpture.
The Morgan Hill Kiwanis says road closures start about 1 p.m., more than four hours before the first float. The night before, Night of Music and Magic fills the Downtown Amphitheater from 5 to 9 p.m. at the same 17000 Monterey Road address. Friday evening through Saturday night is the longest stretch of the season with Monterey Road under pressure, and it falls squarely inside the warning period.
Main Avenue May Look Different by Parade Night
The parade's starting point could change too. In December 2025 the City Council approved a $500,000 downtown gateway arch spanning Monterey Road at Main Avenue. The Downtown Morgan Hill Improvement District set a goal of finishing construction by November 2026, the Morgan Hill Times reported. If that target holds, the Kiwanis parade would roll under a new arch at its very first block. November 2026 is a target, and an arch going up over Monterey Road could bring its own work zone.
A few blocks south, Hotel MOHI on the east side of Monterey Road near First Street is the other big project to watch. A March 2026 report in the Morgan Hill Times said rooms were expected later in 2026 and the restaurant and amenity spaces in 2027, after earlier delays. Those dates are projections from spring. Whenever the hotel opens, it will add guests to the same curbs the city is trying to keep moving.
What January Will Show
The holiday season gives the city eight weeks of real crowds to see whether 18 green curbs and a two-hour limit that was rarely enforced can keep the spaces nearest Monterey Road turning over. By the time citations start in January and February 2027, the green curbs will have been through a Halloween street closure in their first days, then a warning-only stretch covering a six-hour whiskey crawl, a double-market Saturday and a parade that closes Monterey Road from early afternoon.
